Chris: What struck me first was how a 25 year old household head qualifies that household as ‘child-headed’?  I’m not saying she’s having it easy though – 5 people plus herself to look after and no great earning prospects.  Life is tough out there in parts of SA.

Aside from the obvious negative incentives this kind of public welfare can foster (which Chris highlights), we should be so lucky if all our government did was go around helping genuine widows and orphans instead of spending billions on parties.
